does anyone know of an IDE for java source codes, where i can place comments on cluster of codes? More of a call-out type comments like in microsoft word office.

I'm looking for a list of how each individual voted. Mainly I'd like to know about how Ohio's representatives voted. I haven't been able to find any source like that. Thanks.
